Aili Hexenphobia (アイリ＝ヘクセンフォビア Airi Hekusenfobia?) is the Prime Minister of a small unnamed island nation in the Pacific, who appears in Toaru Majutsu no Index SS: Necessarius Special Admission Test.[1]

She is referred to as being in her late twenties.[1]
Personality
She is patriotic, hence the trouble she went through to in order to "free" her country from England's influence. She is also very confident and self-assured of her plans.[1]
Background
At some point in the past, Aili Hexenphobia became Prime Minister of her small island nation in the Pacific, part of Britain's "pound economy", as a figurehead and puppet of the ones who really held power.[1]
Prior to her debut, with the summit of pound economies to occur in London, she was chosen as a representative of their country. She however, conspires with other pound economy leaders in order to free their countries from England's influence and usage of their ley lines for their own purposes. She then "purchases" a spell from an unknown party that is derived from the legends of St. George to destroy the magical foundation of England while she is there: London.[1]
Knowing of Freadia Strikers, part of the security from Necessarius tasked on protecting VIPs magically, may discover their plans as she investigated her and the other VIPs in order to better protect them, she orders to Emilie Fordia to eliminate her.[1] She knew of the situation regarding the Dusk Waiting to Awaken, and likely took advantage of the situation with in order for Emilie to assassinate her.[1]
Chronology
Toaru Majutsu no Index SS: Necessarius Special Admission Test
She is first seen in a VIP hotel room in Lambeth, London, where she shortly discovers that Emilie has failed. She is later visited by Anglican magicians wanting to take her away for her actions. However, she is confident that her plans have already succeeded. She encases her room in a duralumin barrier in order to slow down the Anglican magicians as onslaught of the spell that was to befall on London and destroy England's magical foundation. So confident in fact that she brags about it and taunts the Anglican magicians trapped there. However, after waiting for the barrier to open up she discovers that London remains intact.[1]
She later gets a phone call from her co-conspirator and discovers that his or her country's magical foundation has been destroyed. Here, she discovers that the St. George spell she had was swapped to target pound economy countries instead. It is likely that the magical foundation of her country has been obliterated as well.[1]
Abilities
She has a duralumin attaché case that automatically opens up to cover an entire room with dularumin, covering the floor, walls, and ceiling, as well as its exits and entrances.[1]
