Following the battle against Coronzon in the United Kingdom, Accelerator received a master code list for Academy City and the full authority of the Board Chairman from the dying Aleister Crowley.[4] Accepting the responsibility which came with this position, Accelerator asserted himself as the new Board Chairman before the Academy City Board of Directors on his return to the city.[5]
Seeking to completely eliminate the Dark Side of Academy City, Accelerator devised Operation Handcuffs and as part of this plan, turned himself in to Anti-Skill for his past crimes. Though likely to be imprisoned for the rest of his life, Accelerator intends to move the city from behind bars and has placed his trust in the good people of the city to act in his stead, to change Academy City for the better.[6][7][8]

Christmas Eve Arc

Accelerator speaks with Yomikawa Aiho in the windowless room
In preparation for his plan to eliminate the Dark Side of Academy City, Operation Handcuffs, Accelerator turned himself in to Anti-Skill for his previous actions, deeming it a necessary action, not making an exception for himself as the Board Chairman and intending to take the scorn for the crimes of the Level 6 Shift Project which would come to light so that the Sisters would able to live freely.[8] Confined in a 'windowless room' in a certain Anti-Skill station yet moving things as Board Chairman,[8][6][7] Accelerator met with Yomikawa Aiho on the morning of December 24th to discuss the plan which was about to begin.[6][7]
At the same time as the final preparations for Operation Handcuffs were underway, individuals seeking to preserve the city's dark side, led by Director Neoka Norito, attempted to kidnap Last Order to use as a hostage against him. Although Accelerator could have easily broken out and saved Last Order himself, he chose to remain and believe in the city he was to lead.[7] After Kamijou Touma defeated 'Maidono Hoshimi' and rescued Last Order together with Misaka Mikoto, Index and Misaka 10032, Accelerator was taken aback when Misaka 10032 brought Last Order to the station he was in.[9]
Following Neoka Norito's defeat, after having seen that he could move the city while behind bars and rebuffing Qliphah Puzzle 545's tempting question, Accelerator listened as a tearful Last Order accepted his decision and promised to visit him.[10]

Following the events on Christmas Day, having caused considerable damage in the city, Anna Sprengel visited Accelerator's holding cell to accomplish her next objective after finishing with Kamijou Touma.[12]
Operation Handcuffs Arc

As Operation Handcuffs went awry due to the Coins of Nicholas, Accelerator tried to prevent the situation from devolving further from his cell, while talked to and taunted by Anna Sprengel, but ultimately failed to prevent the conflict between Anti-Skill and the Dark Side of Academy City from spiraling out of control.[14][15][16] Despite this, when Valart Signal attempted to confront him over the operation's apparent failure and the damage caused to the city, he confronted the director over his own ties to the dark side, having been waiting to see which of the Board would take the bait, and reaffirmed his intention to eliminate the dark side, even if the city would not come out unscathed.[16] As the battles concluded, Accelerator was injured when Qliphah Puzzle 545 attempted to attack the escaping Anna in anger and was repelled by Aiwass.[17]

On December 26th, Accelerator went ahead with his trial, despite various parties trying to impede it.[18][19][20][21]

Accelerator in his cell
On December 29th, following his trial and conviction on December 26th, Accelerator was brought to the special prison below the Special Criminal Adult Correctional Facility which had been built to hold him.[1] After being led through the passageway to the cell, with fearful guards in attendance, Accelerator expressed displeasure at the luxury items in the room, but was satisfied that it met his minimum requirements as a cage after a test with his ability. He then resumed his work as Board Chairman from within the room, summoning Qliphah Puzzle 545 who had come in with him.[1]
Accelerator monitored the situation surrounding the Overhunting crash and prisoner escape, as well as the one in the Vanishing Tunnel, from his cell via Qliphah Puzzle 545, briefly phoning Kamijou Touma for further details on the former and alerting him to the latter situation and the need to save the captive Risako from Kihara Hasuu's ghost.[23][24]
New Year's Arc

Last Order pays Accelerator a New Year's visit at the prison.
On January 1st, Last Order, Yomikawa Aiho and Yoshikawa Kikyou went to the prison to pay Accelerator a New Year's visit.[25] The visit was ultimately cut short when Accelerator learned of the Bridge Builders Cabal setting up a consulate inside the city by exploiting some bureaucratic weaknesses.[26] After returning to his cell, Accelerator learned what Qliphah Puzzle 545 knew of the situation while gathering and sorting information with pinned documents and string, while using the demon to monitor and manage his mental state while assessing the situation and what to do. During this time, he was contacted by Archbishop Dion Fortune.[26]

By the morning of January 3rd, as a battle was unfolding at the consulate involving the Transcendents, Accelerator had managed to organize the relocation of the consulate from School District 12 to School District 1, leaving the building itself in a grey area during the process and allowing partial bypassing of its legal protections, as well as enabling actions from Qliphah Puzzle 545 and Fuse Kazakiri, as well as the Sisters.[27] With the breakout of hostilities at the consulate and the escape of Anna Sprengel with Touma and Aradia, Accelerator initiated martial law in Academy City, getting the city's populace to stay in their homes in order to bring Academy City's military technology to bear on the streets without the risk of civilian casualties. Between January 3rd and 4th, Accelerator oversaw martial law, the hunt for Anna Sprengel and monitoring the Bridge Builders Cabal's movements from his cell, analyzing the situation and adversaries, and calculating how to respond.[28][29][30] Things were complicated further when Qliphah Puzzle 545 was taken down by around 30 Transcendents entering the city through the east wall, with Accelerator making sure Kazakiri reported what she had seen before going to the demon's aid.[29] On the night of January 4th, Accelerator felt the effects of the Transcendents' ceremony to bring Christian Rosencreutz into the world, thinking about what options he had available to him and who would be best to send in.[30]
