Fire Thrower

Fire Thrower (火炎放射 (ファイアスロアー) , Kaen Hōsha (Faia Suroā)^?, lit. "Blaze Emission") is an esper power that scatter flames as if it is an extension to one's arm. It is possibly a variety of Pyrokinesis.^[1]

The only appearance of this power is in a 4-koma in the 2nd volume of the Toaru Kagaku no Railgun manga, where it is used by Kiyama Harumi through her Multi-Skill ability for the purpose of comedy. Due to its appearance in a 4-koma, it is likely the power isn't canon.^[1]
