Jounan Asako (城南朝来 Jōnan Asako?) is the former Power Development Supervisor of Nagatenjouki Academy and is once a member of Anti-Skill. After failing to develop a Level 5 for Nagatenjouki in her term in office, she is relieved from her position, which causes her to develop a plan to experiment on espers' reaction to stimuli.

Jounan Asako has purple eyes and brown hair, parted on her right and exposing her forehead. She wears an Anti-Skill uniform with a yellow jacket.

Because of the events related to the destruction of the AIM Burst and the involvement of Level 5 Electromaster Misaka Mikoto, Anti-Skill activity is increased, and among those who are assigned on regular patrol duty is Jounan Asako, who now works for Anti-Skill after being fired from her position in Nagatenjouki Academy. Meanwhile, there have been recent developments on electronic devices which can be used to track students by request of their parents. These events are used by Asako to conceal her experiment regarding Electromaster-type espers.
Using a device which emits electromagnetic waves, she purposely amplifies certain frequencies which cause uneasiness to Electromasters, imitating the response of the human brain whenever a person feels that he or she is being watched. Cases of people suffering from the effects of Asako's device increase in number, and before long, the urban legend called "Someone's Watching You" sprouts into the many online forums in Academy City. Misaka Mikoto eventually becomes one of its victims as well.
With a combined effort from Judgment members Uiharu Kazari and Shirai Kuroko, Saten Ruiko and Misaka Mikoto herself, Asako's plans are exposed and she is captured after attempting to flee Academy City.
