Harumi Kiyama (木山 春生, Kiyama Harumi^?) is scientist-researcher in Academy City. She has long wavy brown hair and her striking feature is her dark eyebags. She always seen in a white long-sleeved shirt and a brown pencil skirt and always wears a long white coat which scientists usually wear inside the laboratory.

Also, later on, she is discovered as the creator of the Level Upper, which functions as a network to connect the minds of psychics who use it. This is also revealed to be the source of her powers, because as the administrator of the Level Upper, she is able to access and control the powers of all the psychics linked to the network.

Personality

Kiyama acts too logically and lacks common sense, which is demonstrated when she stripped in front of others without thinking about it, a result of her years being a researcher. In Toaru Kagaku no Railgun, she is revealed to be the source of one of three urban legends popularized by different Web forums within Academy City. the urban legend of the "Stripping Woman".

Harumi is a woman who shows weariness in her speech most of the time in her appearances in Railgun and is always seen wandering around District 7. This changed at the Level Upper Arc, where she is seen to be kind to her students (as she wished to be a teacher) and was able to be close to them easily despite her quirks. After her students were discovered to be test subjects to an inhumane experiment, she fell into a depressed state.

In the last story arc of Railgun, she is seen to be usually downcast, putting herself to blame for what happened to her own students. She manages to take refuge to Misaka Mikoto's dedication to help others (and once noted that they share similar ideals) and Uiharu Kazari's eagerness to help her student Edasaki Banri.

Chronology

Inside the Secret Projects: Toaru Kagaku no Railgun Anime

Harumi Kiyama started out as a researcher who works for an unnamed scientist whose purpose is to interpret the laws of berserk abilities. This was not told to Kiyama, and instead was asked to teach orphaned children in a separate facility. She began to develop a relationship with the students, only to discover that her students were to be used as test subjects of the experiement of that scientist.

The Level Upper Incident

After years of research, she was successful in creating Level Upper, an audio file which aims to connect the minds of those who hear through a network. Despite numerous attempts to gain permission for access to Tree Diagram to simulate test conditions, her requests were rejected. Because of this, she decided to transmit the file into the cyberspace, where the urban legend of the Level Upper grew and spread like wildfire across the Web and within the underground groups in Academy City.

Soon, with the involvement of Saten Ruiko and later Judgment members Shirai Kuroko and Uiharu Kazari into the Level Upper incident, Harumi's identity as the programmer of the Level Upper was revealed. She used the powers of the 10,000 minds affected by Level Upper and became a Multi-Skill when she prepared to fight back the Anti-Skills who responded to her kidnapping Uiharu Kazari. She faced Misaka Mikoto and was defeated, only to produce an AIM Burst, an artificial entity created from the AIM diffusion fields gathered by Harumi's network. This too was defeated by Mikoto, and after those events, she was arrested.

Child Error Rescue

After serving a short time under Academy City's detention facility, she was bailed by Heaven Canceller, who agrees to help her in her research. It was revealed that her Level Upper and, later on, the earthquakes occuring in Academy City; they were both side effects of their aims to revive the ten test subjects of the experiment Kiyama participated in, who demonstrated an RSPK phenomenon when attempting to awake them from their coma. Also, Heaven Canceller's eagerness to help her was a result of the former disapproving the inhumane methods of scientist Kihara Gensei, who leads the experiment Kiyama worked with little knowledge about it.

Telestina Lifeline. overall supervisor of Multi-Active Rescue, asks Kiyama to surrender the Child Errors; despite her unwillingness, Misaka Mikoto's decision to side with Telestina gave her no options but to continue. Kiyama later discovers that Telestina was in fact Kihara Gensei's granddaughter and was eager in stopping her in her attempts to revive the children.
