Konori Mii (固法 美偉 Konori Mii?) is a recurring character in the Toaru Kagaku no Railgun side story. A high school student of Academy City, she is a Level 3 esper and is Chief of the 177th Branch of Judgment where Uiharu Kazari and Shirai Kuroko work. As their senpai and chief, she tries to make sure both girls take their work at Judgment seriously and at the same time wants them to be safe.
Appearance[]
Konori has short black hair, blue eyes, and wears glasses. She has a red leather jacket that she wears from time to time. Her measurements are B85-W60-H81.[1][2] She is 163cm tall, and weighs 50kg.[3]
Personality[]
Konori displays a responsible and motherly maturity rarely found in girls of her age; an attribute that earned her station of leadership in the 177th Judgement Branch and the universal respect of her juniors, to whom she is a lovingly-kind and reliable big-sister. That said, she is still a teenage girl who shows a warmly mischievous streak when at ease, and can be just as tender-hearted and vulnerable as any 16 year old girl when it comes to matters of love.
She enjoys Musashino milk, a trait which she has adopted from Big Spider leader Kurozuma Wataru, and she says that it is the reason why her breasts are large.[4] She displays an obvious affection to Kurozuma Wataru. She is also very fond of designer bags.[5]
Background[]
Two years before the start of Toaru Kagaku no Railgun, Konori Mii ran into an obstacle as an esper and felt unable to surmount it. That difficulty led to her feeling as if she had no place she belonged.[4]

During a rainy day, Konori encountered a scuffle between Big Spider and another group near an artificial river bank. She later saw that Big Spider were trying to save a little boy and admired the group, especially it's leader Kurozuma Wataru. She later joined Big Spider and their escapades, donning a red jacket to show her place in the group. Eventually, Wataru discovered that she was (at the time) a level 2 esper, and confronted her about this, asking if she really intended to stay in Skill-Out forever, and that she should consider what she was going to do. Shortly afterwards, Hebitani Tsuguo, a member of Big Spider, was captured by an enemy group and forced Wataru to come to their meeting point alone. Believing it to be a trap, Konori pleaded to Wataru to not go, Wataru, however, did not relent to her pleas and told her that she perhaps did not belong there after all. He said that the place they were is not where she should be carving her name, referencing the "love umbrella" she had drawn with their names under. Konori arrove at the meeting point and discovers that Wataru has apparently died, where she broke down crying clutching his jacket.[4] Konori left Big Spider not long afterwards, but kept her red jacket.
At an unknown point afterwards, she reaches level 3.
Konori, at an unknown time, joined Judgement. She became part of the 177th branch, the same Shirai Kuroko would become a part of. The two would eventually find themselves in the middle of a post office robbery. During the robbery, Kuroko recklessly charged one of the assailants. Konori attempted to intervene, and was injured in the process. The injuries, however, were minor, and she was treated afterwards.[6]
Eventually, she became the Chief of the 177th Branch of Judgment.

Toaru Kagaku no Railgun[]
Level Upper Arc[]

Konori Mii plays a much larger role in the Toaru Kagaku no Railgun anime. She first appears on the third episode where she briefs Shirai Kuroko and Uiharu Kazari about the recent attacks on Tokiwadai Middle schoolgirls by Juufuku Miho.[7]
She plays a much more prominent role during the Graviton bombings, here she mistakes Misaka Mikoto as a member of Judgment and makes her do Judgment work. They later receive a report of a missing bag from a little girl where Mikoto mistakes it as one of the graviton bombs, after finding the bag she commends Mikoto on her efforts and later discover that she is the famous the third Level 5.[8] In the manga, Konori is the one who warns the people in Green Mart that a graviton acceleration is occurring in the store, a bomb goes and she protects the owner and where she discovers her colleague got injured.[9] Konori is replaced by an unnamed member of Judgment in the anime,[8] and instead briefs her branch on the current information they have on the Graviton bombings.[10] In the anime, she is present during Kuroko's discovery that members of Judgment are the ones that are getting targeted by the Graviton Bomber.[10]
In the manga, after Mikoto causes a blackout, Konori is the one that works as a temporary traffic guard since the traffic lights are disabled.[11] Near the end of the arc, she stops Kuroko from going out and help Mikoto defeat Kiyama Harumi as she is still injured due to her incursions with Level Upper users.
She also appears during, the swimsuit filler episode where she shows her attractive figure and large bust much to awe of the other girls present, including a female boa constrictor. Here she complains that her swimsuit is too small for her chest even though it is the largest one currently available. She is also the one who led the other girls to cook curry and helped Kongou Mitsuko and company cook their curry when she asked for her help.[12]
Big Spider Arc[]

Konori wears her red jacket for the first time in 2 years.
The entire arc is focused on Konori Mii's past as a member of Big Spider. During this arc Skill-Out faction, Big Spider has increased their attack on espers, in one incident they are badly beaten by a mysterious person and discovers that it is her senpai, Kurozuma Wataru, who is still alive. She asks him why he did not contact her, but he discovers her affiliation with Judgment and decides to leave, telling her that he will disappear soon again.[13]
She later becomes depressed and refuses to perform her Judgment duties. She visits one of the old hideouts of Big Spider, where she is confronted by Misaka Mikoto, and is later visited by Wataru himself, he tells her that this is no longer the past. Konori replies that despite being still in the present, her feelings are still unchanged. She later comes to terms with her past and decides to wear her red jacket and is later given her Judgment armband by Kuroko and Mikoto. She arrives in a Big Spider hideout where she works with Kurozuma, Kuroko and Wataru to take down Hebitani Tsuguo the new leader of Big Spider. She later arrests Kurozuma Wataru on the charges of assault and on his request; as she handcuffs him, they recite their catchphrase on Musahino milk in unison as they warmly laughed together as friends once more.[4]
Poltergeist Arc[]

She first appears in the Tokiwadai Middle School summer festival where she is seen successfully out-bidding other people for designer bags. She later watches Mikoto's violin performance.[5]
She later appears during a joint-meeting between Anti-Skill and Judgment where they are briefed by Therestina Kihara Lifeline on the nature of the Poltergeist. She later calls Kuroko when she discovers that interference to AIM diffusion fields might be behind the simultaneous occurrences of RSPK syndrome.[14] During Kuroko and Kazari's quarrel (as Kuroko suspects Kazari's friend, Haruue Erii, of involvement in the Poltergeist incidents, and that Kazari thinks that she is unfairly accusing her.), she gives Kazari advice on how to do deal with it and do her job.[14]
After discovering the true nature of Therestina, she helps Mikoto, Kuroko, Kazari and Ruiko prepare for the ensuing battle by giving them rice balls. She also wears her red jacket.[15]
She aids the team by giving them a ride on her motorcycle, she takes Mikoto to catch up with Kiyama Harumi but Konori and her bike is later tossed into the air after Therestina attacks with her gigantic mechanical suit, she tosses Mikoto over to Harumi's moving car and is able to land her motorcycle without damage. She later meets up with Kuroko again and uses her motorcycle to catch up with Mikoto, Kuroko later teleports after Mikoto calls for her and she watches from afar, Mikoto's powered-up railgun.[16]
After the battle, she calls Kuroko and is surprised that they have yet to arrive on the hospital where Erii is, she then tells them that Therestina has regained consciousness but may be a problem during interrogation.[16]
Sisters Arc[]

Konori is seen scolding a Kuroko clone, when Kuroko imagines what the benefits of having a clone would be. In the anime adaptation, she is the bearer of urban legends regarding the Level 5 that was clone for military purposes, foreshadowing the Radio Noise Project.[17]
Silent Party Arc[]

Despite being a member of Judgment, Konori doesn't participate much in the investigation regarding Febrie, though she does give out information on what she knows that's relevant to their discussion. Most of the time however she is in the office and playing with Febrie.
During the dusk after the girls find Febrie, she gets a call from the girls regarding a lost child, Febrie, but states that Anti-Skill will not be able to take the child at such a late hour. The next day, she is in the office where after being introduced to Febrie, later leaves with the girls to prepare for the Academy City Research Exhibition Assembly. She later aids Mikoto and the others in finding Febrie who has become lost.[18] She joins Kuroko and Kazari to investigate the attack on Febrie via run away Security robots, though they don't find anything of interest. Tired of their hard work, Konori suggests to the girls to go to the public bath with her. Here, Konori notes Mikoto being like a older sister to Febrie as the former washes her. She later part ways with the others, not knowing of the danger the others will be in.[19]
Judgment crashes the Silent Party.
On the night before the Silent Party she calls her roommate Yanagisako Aomi, asking her what she thinks of Academy City.[20] It is here that is likely that Konori asks Aomi the favor of asking Judgment to participate against the Silent Party and protect the Academy City Research Exhibition Assembly venue from STUDY. She somehow has the authority or seniority to do this, and she later rallies a countless number of them just after the break of dawn. Konori once again dawns her the red leather jacket and waits at one of the venue entrances for the Academic Assembly, despite having no weapons and offensive abilities. She greets the Powered Suits controlled by Diffusion Ghost there, apparently waiting for Aomi and the others. When they arrive, they perform Kuroko's catchphrase, and proceed to do battle with the Powered Suits in order for Mikoto to deal with STUDY herself.[21]
Konori acts as a field leader throughout the battle, and is later informed of the AIM bomb Aritomi Haruki released. She tells that she will have the members of Judgment who are "science-types" aid in the calculations in stopping the AIM bomb but they are inadequate. She later views the Ekaterina II S being launched into the upper atmosphere after Mikoto somehow finds the proper "computer" to calculate how to launch it and use it against the AIM bomb.[21]
She briefly reappears on September 2, while looking at the sky together with Aomi from a window of their school.[21]
Daihasei Festival Arc (Railgun)[]

Days before Daihaseisai and the Endymion incident, she goes to a certain hospital to deliver a special wheelchair for Kuroko, which the latter thinks is better suited for her Judgment duties than the ones provided by the hospital. She also voices her concern for her colleague for wanting to go back to duty at once. At the day of Daihaseisai, September 19th, on a competition venue, she takes Shokuhou Misaki's purse of remote controls, as they are not allowed in the competition Misaki participates in. She replaced the cameo of Fukiyose Seiri from the manga in the anime adaptation.[22] After Daihaseisai, she, along with Mikoto, Uiharu and Saten celebrate Kuroko's recovery from her injuries and the day that she's not needing her wheelchair anymore at Judgment 177 branch office, much to her chagrin on why they celebrate at the office.[23]
Dream Ranker Arc[]

Konori and Aomi are doing checks on people.
Konori Mii, Yanagisako Aomi, and the other members of Judgment Branch 177 are deployed to the park in order to prevent the accident. Konori and Aomi are aware of what Kuroko and Uiharu are doing on account of how they have been in many incidents as of late. They are relieved that the other Judgment branches are willing to help them but laments how they cannot notify Anti-Skill without any real evidence. Finally, they wonder why they don't just seal off the entire park. Later, Shaei arrives, pleading them to rescue a stray dog named Pero, also located within the park. Despite Shaei's demands to be taken to Pero's location and his own worries about being caught in his predictions, Kuroko instead brings Konori Mii with her, using Uiharu's satellite footage and Konori's Clairvoyance to find safe zones where Pero might be located. In the end, Kuroko is successful in rescuing Pero, and a tearful reunion happened between Shaei and his friend.[25][26]
Shinyaku Toaru Majutsu no Index[]
Ichihanaran Festival Arc[]

Konori debuts in Toaru Majutsu no Index novels during the arc. She appears with Shirai Kuroko across the road from where Uiharu Kazari is. As members of Judgment, it is her duty to aid Anti-Skill during the Ichihanaransai. Her first action is to call out to Aogami Pierce for questioning, deeming him to be a suspicious person. Kuroko questions her on why they couldn't just throw him into a cell, as there are cases and mysterious reports that are needlessly driving down their efficiency, especially about rampaging Rhinoceros beetles. Konori says not to take her frustration on Aogami, to which she then asks for his belongings to check them.[27]
That was the 43rd time he had been questioned by authorities that year.[27]
Souyaku Toaru Majutsu no Index[]
New Year's Arc[]

On January 5th, Konori was present along with Kuroko at the second defensive line that Anti-Skill set up at School District 23 to halt the destructive advance of "CRC" and provided information to the defenders with her Clairvoyance during the engagement.[28][29][30]

Her ability is Clairvoyance (
Furthermore, she can even see through dust, dirt, and even the air itself, eliminating any margin of error introduced by light refraction and attenuation. Average human eyesight has certain limits, as air gradually attenuates light, meaning a person cannot see clearly past a certain distance. Konori, however, can ignore the air in between, so the problems caused by attenuation by distance doesn't apply to her,[31] but it also means she cannot protect her eyes against lightning and sudden flashlights from mobile devices when using her ability.[32]
Her ability is listed as No. 00484 in the Bank.[7]
Other abilities[]
She also possesses a formidable level of expertise in basic Judgment combat training, which coupled with her apparent immunity to surprise, makes her more than a match for most combatants in Academy City.
