Okahara Ryouta (丘原 燎多, Okahara Ryouta^?) is a minor character in Toaru Kagaku no Railgun. In the anime adaptation, he is a Level Upper user, and the first one encountered.

Appearance

He has spiky black hair and sports a small beard on his chin. He wears a leather jacket, and when he's robbing a bank, he masks his lower face with a white handkerchief.

Background

In the Toaru Kagaku no Railgun anime, it is shown that he came to Academy City to become an esper, but faced an obstacle during his training and decided to quit. Later, he obtained the Level Upper to increase the power of his ability.

Level Upper Arc

He first appears alongside his two partners-in-crime trying to flee after robbing Isobe Bank. They are confronted by Shirai Kuroko, and despite Ryouta's ability, Kuroko easily dodges his attack before pinning him to the ground with her needles. She then threatens to teleport another needle directly into his body if he continues to resist, to which he submits. His gang is later taken into custody by Anti-Skill, and Kuroko chastises him for giving up and becoming a criminal before advising him to reflect on his actions.

In the Toaru Kagaku no Railgun anime, he is later referred to as one of the users of the Level Upper that had fallen into a coma. His last appearance is during the rampage of the AIM Burst in a ward in Mizuho Medical Institute, where, like many other users of the Level Upper, he goes into an uncontrollable fit and is only able to calm down after Uiharu Kazari plays the treatment program for the Level Upper all over Academy City.

Abilities

He is a Level 3 esper with the ability of Pyrokinesis (発火能力 (パイロキネシス) , Hakka Nōryoku (Pairokineshisu)^?, lit. "ignition Ability"), which allows him to call forth flames in his right hand. In the manga, he uses the summoned flames at melee range, but in the anime, he can throw them as fireballs that seek targets. It is unknown whether his Level 3 status was because of the Level Upper.

Trivia

• At the time of Chapter 1 of the Railgun manga, Uiharu Kazari mentions "arson thieves" as part of the increasing problems coming from students as of late. Considering Ryouta's power, he and his gang are thus implied to have robbed at least once before.
