School District 19 (第一九学区 Dai Jūkyū Gakku?) is a school district found in the northeastern part of Academy City. Not much is known about the district other than the fact that it has been in recent decline.[1]
Principles[]
It is unknown when and how, but somewhere along the way the district apparently failed in its development and has been in decline ever since, seemingly going through some form of urban decay. Despite this, there are still residents and most likely a working school there, as evidenced by Haruue Erii who lived there prior to her transfer to Sakugawa Middle School in School District 7.[2]

Pieces of older technology that one might associate with the district.
Moreover, obsolete technology or ‘technology that won’t be seen in the market today’ are being re-researched in the district, things like vacuum pipes and steam engines.[3] There is also apparently a rumor where the district was purposely abandoned in order to make use of it for testing ground for old technology.[3]
There are various shops which have been set up in the district, housed within metal shipping container shops.[4]

Freshmen Arc[]

An abandoned supermarket in the district was the site of the battle between Hamazura Shiage's group and the Freshmen's Five Over.[3][5][6]
Toaru Anbu no Item[]
Enemy Item Arc[]

During events which Item was involved in during the July one year before the main story, Takitsubo Rikou was noted to visit rundown stores in the district,[7] and when Mugino Shizuri directly confronted their liaison (actually a decoy) for causing the death of their new recruit (the actual liaison under cover, who faked their death), she took note of their analog tastes and guessed that they were with the District 19 faction.[8]
Honey Queen Arc[]

On August 3rd, one year prior to the main story, Item landed in the district during their fight with Mutual Acquaintance, having previously fought in the skies using jetpacks. Fremea Seivelun and Kanou Shinka were also in the district looking for old hardware as part of their summer research project, forcing Frenda Seivelun to set off a flash grenade to conceal her presence while dealing with their adversaries before the two could be caught up in the fight. After Mutual Acquiantance were dealt with, Item completed their mission to eliminate Hatsuhane Sarari in one of the district's parking garages.[4]
