Second Reformatory

The Second Reformatory (第二少年院, Dai ni Shuunenin^?, lit. 'second juvenile hall'), is a private juvenile hall in Academy City. After the siege on the other Reformatory, the privately-owned facility aimed to promote the strength of its security systems by holding the Jailbreak Trial event, with a one billion yen reward given to the first person to retrieve a "target prisoner" within its premises.

Principles

As its designation suggests, the Second Reformatory is the second such facility to open in Academy City. Unlike the first, publicly-run Reformatory, this juvenile hall is run by a private security business. It was built in response to a rise in crimes committed by espers as opposed to those involving Skill Outs and a belief that the private firm could provide a better service than the publicly-run facility. The facility is formally owned by Social Rehabilitation Support Hatsuki Corporation (社会復帰サポート初来株式会社, Shakaihukki Sapōto Hatsuki Kabushikigaisha^?) and is currently managed by Director Kyougoku Ryouta.

Aside from its intended purpose, the Second Reformatory can also be used to interrogate people who are involved in crime or public disorder. Interrogation procedures take place within an area also covered with AIM Jammers to accommodate high-level espers, although they also anticipate scenarios where those involved in organized crime are brought in. The facility complies with Anti-Skill protocol for processing persons involved in incidents as long as the facility is the nearest from the scene of the incident.

Jailers' uniforms

The jailers and prison staff wear dark-colored uniforms, with most of the jailers wearing a masked cap bearing the symbol of the scales of justice. The uniform designed for guards is equipped with microchips that enable security robots to identify them of their position, and it also allows anyone who wears the uniform to assign orders to them.

As of mid-October at the very least, the management of the Second Reformatory did not have any connections to the Dark Side of Academy City or any organizations likely to be involved in the trafficking of esper prisoners, the director rejecting offers to that end.

Facility

The layout of the facility.

The outer wall is 15m tall and encloses the facility in the shape of a right trapezoid. There are two entrances; the main gate where suspects are brought in and which staff use to go in and out, and a back gate which is normally kept closed and only opened in emergencies. The main gate is the only one which vehicles can pass through.

Birdlime

The main gate is apparently 1.8 times as strong as the previous Reformatory's gate and there are two additional shutters of the same strength which can be closed behind it. Wind machines installed in the wall can be used to blow projectiles off course. There are pipes running through the wall, which carry a fast hardening filler known as Birdlime (鳥モチ（バードライム）, Torimochi (Bādoraimu)^?) to rapidly seal up any holes made in the wall. There are also sensors and defenses in the wall ducts.

In the grounds between the perimeter fence and the outer wall, aside from robots, there are numerous acoustic weapons and adhesive pitfalls.

The prison and holding centers are both located within the walls, with an internal division between the two, so as to keep prisoners under the effects of the jammers while being transported between them. For some cases, trials are held online with the prisoner remaining in the facility throughout. There are underground levels in the facility, which genuine prisoners were kept in during the Jailbreak Trial.

The juvenile hall has over a dozen AIM Jammers, the effects of which fully cover the region within the walls and reach approximately 20m outside them. As well as the standard AIM Jammers, there is also a pinpoint long-range jammer which can be used against targets outside the facility walls. The standard jammers consist of a sphere, vaguely resembling a disco ball, encased within a translucent pyramid on top of a platform, with several rods holding the sphere above the platform from below, over a round hole.

The juvenile hall's electronic security system was supposedly put together by Academy City's highest level engineers and AI. Ironically, the rest of the systems used by the facility are still relatively analog, with the use of fingerprint scanners for staff locker rooms and four-digit password keypads to secure the contents of individual lockers.

The juvenile hall has a large complement of guard robots, which come in several varieties:

• The standard guard robots have a domed body on a crescent-shaped base with three legs and a translucent front covering sensors and circuitry. A weapon block is located on the left side of the robot, capable of firing impact rounds, electrified nets and liquid shots. There is also a variant which is equipped with a rubber bullet gatling gun instead. The robots are also equipped with speakers and bar scanners. They can travel along the side of the wall on their base, with their legs folded up behind them.
• There are larger, bipedal robots, referred to as war armadillos (鎧鼠人（ワーアルマジロ）, Wō Arumajiro^?), which are also capable of moving around rolled into a ball. They are equipped with a heat blade and air gun held in arms behind the head, as well as an acoustic weapon housed in the chest. Meant to keep intruders out, they are stationed at the outer wall.
• Type: Hunting Wasp (タイプ:ハンティングワスプ, Taipu:Hantingu Wasupu^?)(T:HW): Flying riot suppression robots in the shape of wasps, with a stinger which injects a sleeping drug.
• Type: Giant Centipede (タイプ:ジャイアントセンチピード, Taipu:Jaianto Senchipīdo^?)(T:GC): A robot in the shape of a giant centipede, which constricts targets to restrain them.
• There are also smaller robots, which might entangle targets in threads or a web, in the shape of a spider, or perform aerial surveillance, in the shape of a dragonfly.
• The largest of these security robots, referred to as riot suppression gigapedes (暴徒鎮圧用の億足虫（ギガピード）, Bōto Chin'atsu-yō Okuashimushi (Gigapīdo)^?), are stationed inside the prison buildings. Being a robot operating in the solitary confinement area and well within the jammer range, it is intended to deal with inmates who are unable to safely use their esper abilities.

There are also quadrupedal guide robots within the walls, designed by Kyougoku, which have his face on them and somewhat resemble a jinmenken.

Background

It is unknown when construction began on the Second Reformatory and how much of the project had occurred prior to the raid on the first Reformatory, however it is known that it was built in response to a rise in esper crimes committed and a belief that the private firm could provide a better service than the publicly-run facility.

The facility was ready in mid-October of the story's first year, shortly after Block's attack on its predecessor.

In order to promote the strength of the new facility's security system, the Jailbreak Trial was announced, an event which invited participants to attempt to break into the prison, retrieve a "target prisoner" within the premises and successfully escape, with a one billion yen reward to the first person to successfully complete the challenge. During the interview where he announced the event, Director Kyougoku boasted that his company had built defenses to hold even a Level 5 and that even if the likes of Tokiwadai Middle School gathered all of their students, he doubted they'd even breach the first wall, prompted several Tokiwadai students to enter, including Misaka Mikoto.

Unknown to Kyougoku and the rest of the prison staff, the event was compromised by a group who intended to break out one of their own, Shundan Kimi (whose death had been faked and was imprisoned under another identity), take over the facility for their own purposes and identify a hacker with the capability to accomplish their next goal. The director's assistant and head of security Aohoshi Suzuran was the group's insider, calibrating the event's structure to identify a suitable hacker, priming staff to be taken over by adding Kimi's blood to the staff water, and swapping Kimi with Iizuka, a staff member who was meant to be playing the "prisoner".

The Jailbreak Trial went disasterously for the Second Reformatory, with Uiharu Kazari ultimately breaking out the prisoner. Not long afterwards, just as Kyougoku discovered Iizuka bound and gagged in a locker, with Kimi outside the range of the AIM Jammers and able to use her newly acquired Angel Dragon, the group initiated their secret takeover with Kyougoku taken out, affected staff falling under the dragon's thrall and other staff unaware of the situation.

The next day, the group abducted Uiharu and brought her into the Second Reformatory. Uiharu's friends realized the possibility of the juvenile hall's involvement during the abduction, so Saten Ruiko posed as a culprit to be taken into the facility for questioning, slipping out and infiltrating the guards in order to locate her friend, while Uiharu attempted her own escape. The two met up but their escape attempt was halted by Kimi, who had the jammers turned off to allow her to deploy her dragon. However, with the jammers off, Misaka Mikoto was able to break in and engage Kimi directly. The facility's grounds and wall sustained considerable damage over the course of the battle between Mikoto and Kimi, including a major breach in the outer wall. During the final phase of the battle, Uiharu made use of the facility's long-range precision jammers, firstly to try and disrupt the dragon's connection to Kimi directly, and then on herself, in a desperate attempt to create something capable of doing so.

After Kimi's defeat, she and the rest of her group were promptly incarcerated in the facility (although one escaped not long afterwards). Kyougoku spoke with Aohoshi about the circumstances surrounding her involvement and threats to Kimi, with the rumor of human trafficking of prisoners being brought up. He was subsequently approached by a representative of the 'Zoomanity Corporation', offering a loan. His initial eagerness was dampened when the man requested the thought-to-be-dead Kimi and other high-level espers in exchange for increasing the loan limit several times over. Unwilling to jeopardize the imprisoned children under his watch, Kyougoku ripped up the contract and after an angry exchange with the other party, had a robot eject them.
