Shiosai (潮騒, Shiosai^?) is a member of Anti-Skill, appearing in Shinyaku Toaru Majutsu no Index Volume 13.

Shiosai was part of a group dispatched from Anti-Skill to combat the rampaging High Priest. Shortly after arriving, he was ordered by his superior to withdraw and protested, but was soon shocked to see the vehicles in front of him being decimated. After diving out of his vehicle to avoid another vehicle sent flying into it, he heard that a unit of Six Wings and Ten Legs was being sent in, which he knew were meant for war, leading him to wonder just who the High Priest was. Seeing the unit subsequently being destroyed, he recalled what he saw in Russia during World War III and wondered if the city had entered an age of war. He then saw Kamijou Touma as he briefly caught the High Priest with a cable caught in one of the fallen Six Wings' rotors before leading him off.

Yomikawa Aiho later mentioned that Shiosai was feeling down, following the theft of equipment by Kenzan Shouji and his friends, including a gun and P-Phone, from his wrecked vehicle.

Later, as the High Priest was attempting to destroy the foundations of Academy City, when Kenzan Shouji turned the gun on Akikawa Mie for the liquid diamond, Shiosai, after recognizing his missing gun, grabbed and punched him together with Mie's father before handcuffing him.
