This article details Shokuhou Misaki's abilities.
Abilities[]
Aside from her esper ability, Shokuhou is very intelligent and a skilled tactician. She is able to predict how a large number of people will react and to make plan to counter or use them to her advantage. This is exemplified when she helped Touma to get around the School Garden, as she was able to keep everybody from realizing who he was by dressing him with an Anti-Skill uniform and to quickly make everybody focus on something else,[4] and when she outwitted a brilliant mind as Kihara Gensei using bluffs and taking double-edged gambles, like to manipulate her own mind, to deceive him, leading him to self-defeat.[5][6]
She also possesses a good haptic memory, being able to memorize and select the remote she want by touch alone.[7]
Mental Out[]
Her ability is Mental Out (
Her powers (and that of Mitsuari Ayu's Mental Stinger) are derived from her control of the secretion of chemicals in the target's brain via the control of blood distribution, cerebrospinal fluid, and others, in the brain. Instead of controlling bio-electricity directly, she changes its conductive efficiency by controlling the fluid that acts as a catalyst for the electricity to flow through. Furthermore, Shokuhou's method of reading minds without relying on another person's brain is likely also related to moisture.[12]
Her power allows her to prevent the use of powers, movement, and even sense of pain of other people using the remote. Also, unique to the power is that some of the people that have been tampered and controlled by Shokuhou display star markings (Shokuhou's eyes have stars on them) on one or both their eyes.[13] She can take-over a person and use their body to interact with other people in long distance. She has the ability to control up to 10-14 people at once using her full power.[4][7] She can also control large number of people, up to triple digit, but she can only give them simple commands.[4] Using her powers, she was able to give preset commands to each student of all five schools in the School Garden, and is able to switch between them constantly if she needs to.[4] In addition, she can remove people's memory just by touching them.[14] She is also able to use her ability on herself [15] and apply mental blocks to prevent Mental Out being used against her, though these blocks only work while she is conscious.[5] She can even use her ability to swap out concepts, like the concepts of limiter release code and self-destruct code, in people's minds, as she did on herself to trick Gensei.[6] Outside of the human mind, Shokuhou can make use of her powers to recall an object's residual memory like a form of Psychometry. Shokuhou touches an object with her bare hand, and then presses a remote control on herself to extract its memories. She can extract memories from an object from the past 24 hours.[11] She can use the same application on herself even extracting her memories of the past year.[16]
As one of her personal rules Shokuhou divided up her esper ability in preset "categories" to make it easier to use[17] These "categories" are often used for specifics applications or simple commands. Likely to better concentrate and control her powers, Shokuhou speaks the word "Category" (カテゴリ Kategori?) followed by a number and then its corresponding application when using one (for example, Category 433: Pain Shutoff (カテゴリ433「痛覚遮断」 Kategori 433 "Tsūkaku Shadan"?)). Seemingly, a "category" can have more than one corresponding application and targets and conditions can be slightly modified at the moment. Shokuhou's "categories" include, but are not limited to:
- Category 005: Locates a mental ‘bomb’ set in the indicated individual.[18]
- Category 011: The indicated individual must answer accurately to all questions.[7] (Shokuhou uses a television remote for this)[19]
- Category 030: Leaves the indicated individual unconscious for twenty-four hours.[18]
- Category 044: Extracts the past twenty-four hours'/year’s memories from the object Shokuhou Misaki touches with her bare right hand.[16][11] (Shokuhou uses a digital recorder remote for this)[16]
- Category 061: Sensory Misidentification.[20]
- Category 081: Can make the targeted individual believe that Shokuhou Misaki is their target and that she is the person standing next to them,[21] or can designate Shokuhou Misaki as the target's "Direct Superior A".[18] (Shokuhou uses a television remote for this)[21]
- Category 109: The target recognizes Shokuhou Misaki as their ally and immediately eliminates anyone who attacks her. (Shokuhou uses a television remote for this)[21]
- Category 220: The target becomes afraid of sailor uniforms and wants to eliminate said uniforms if any get near them. (Shokuhou uses a television remote for this)[21]
- Category 330: Prevents the indicated individual from detecting the passage of time for sixty minutes. (Shokuhou uses an audio set remote and spins the volume dial with her thumb for this)[7]
- Category 401: Returns the indicated individual’s mind to its state just before a mental ‘bomb’ activated.[18]
- Category 433: Pain Shutoff.[22]
- Category 909: Preserve Consciousness.[23]
Through the use of Exterior, Shokuhou can increase her reach and the number of people she can control. In the first instance the audience sees her use it, she forces kilometers wide of drivers to move out of the way in order for their car to drive through. She still requires the usage of a remote controller to do this however.[24] After Exterior's destruction, she cannot access it anymore.[6]
Drawbacks[]
There is most likely a limit to the number of people she can control. Her powers apparently have so many applications that she does not have a stable control of it unless she creates "boundaries" for herself. Repeatedly, Shokuhou is shown to use a remote to use her powers.[9][25] According to Toaru Kagaku no Railgun's editor, Shokuhou's powers has too high a degree of freedom, so she uses a remote to provide a basis to control her powers. She does not have a single remote. She uses different remotes depending on what type of power she wishes to use. The bag she carries around is filled with many different remotes. It is possible for her to use her powers without a remote, but it is very difficult, so she generally prefers not to as it has a too high degree of freedom.[21] This is backed up by the fact that Rensa, the cyborg which can mimic the powers of all Level 5s except the 7th ranked one, is forced to dumpster dive for a television remote for her to use her powers against Touma.[26] The fact that she tried to use a television remote taken from the trash, implies that Shokuhou can use any sort of remote control, even things like a Wii remote control.[24] Moreover, Shokuhou apparently uses different kinds of remotes depending on her intentions, like using digital recorder remote controller to extract residual memories of an object.[11]
Because of the fact that she controls electricity indirectly through the brain's bio-fluids, Shokuhou has problems against espers that can directly manipulate their bio-electricity, such as Electromasters.[12] The most celebrated example of this is Shokuhou's powers being used against Misaka Mikoto, the 3rd-ranked Level 5. Her electromagnetic barrier surrounding her body prevents Shokuhou from using her powers on her.[9] Despite this, Shokuhou can force her powers through an Electromaster's defenses by raising her power.[12] This either indicates her using Exterior or her having a higher power level than her target. Regardless, Shokuhou was able to penetrate Misaka 10032's mind, and through her, provide a multi-layered protection on the Misaka Network against electric viruses.[27]
Finally, Shokuhou cannot control animals or anything that is not human. This is seen when she is desperately trying to get escaped zoo animals off of her and resorts to controlling a hero to save herself by shooting ice at the animal that had pounced on her.[28] In a similar fashion, her ability would not normally work on the Relic, though support from the other Relic allowed her to execute a point-blank Mental Out on the cube, and while she couldn't follow its artificial senses normally, she could trick the human body under its control as it was bound to their senses when fully possessing it.[29][30]
Non-Mental Moisture Manipulation[]
Given Mental Out's root in the manipulation of moisture, although it is primarily utilized on a microscopic level for purposes relating to the human mind, it is possible for the ability to manifest it in other ways under certain circumstances.[31][32][33] Many of these infrequent occurrences have happened under states of heightened emotion or distress, and were not consciously invoked or under proper control.[32][33][34] Relating to this, Shokuhou has noted the complexity of her ability, and how her physical and mental state influences it a lot, with not even her knowing how far that influence can take it.[34]

When Mitsuari Ayu's Mental Stinger, a similar ability at Level 3, went out of control during a breakdown, it caused an explosive phenomenon similar to freeze-drying, creating a territory that would cause any living being within it to crumble like dried paper mache.[35] When Shokuhou herself lost control of her power under extreme distress during the incident at the Windsor Castle party, a similar destructive phenomena manifested with dry popping sounds in the vicinity, a nearby turkey bursting and spilled red wine boiling.[32] During a confrontation with members of the Sha Clique in her first year at Tokiwadai Middle School, while trying to use her ability without her remotes, she managed to make the ivy vines used to restrain her by Lin Lihua disintegrate, presumably through freeze-drying.[33]

When Shokuhou and Gaouin Tsukasa were attacked and the latter was injured, Shokuhou managed to stop Iori Mashiro's water balls. Although she lied to her opponent that the saline water balls were just similar enough to human fluid to barely take control, she didn't actually know how she did it and guessed that she wouldn't be able to reproduce the phenomena once the connection broke. She also wondered if this exception to the rule might have been due to seeing so much blood.[34] Later during the same incident, when under attack from Synthesize Grid - with the aforementioned water balls frozen into spears to stab them, Shokuhou let her already bloodied palm be stabbed by one of them, which resulted in a sudden outburst of ice from a circle around her and the other attacked girls.[36]
One conscious use of Mental Out in this way is in the Liquid Proof Railgun, a variation of Misaka Mikoto's Railgun technique which Mikoto uses while Shokuhou is using Mental Out to support her mind and alleviate the burden from the Anti-Art Attachment. In this case, its fine control is used to apply a slight liquid coating to the projectile coin, with a highly precise lattice pattern designed to melt in a specific way - this ablative coating takes away frictional heat and cools the coin while the steam expansion propels it further, increasing its overall range and destructive power.[31]
Other[]

Under very specific circumstances, Shokuhou has undergone a transformation when being powered-up via an external source,[30][37] similar to the one Misaka Mikoto underwent when forcibly boosted by the Misaka Network.[27][38][37] During the events surrounding the two Relics of the previous generation number one Level 5, she began to transform through a connection to one of the Relics, after offering to share the burden of its power by using her body to avoid it surpassing its critical point and self-destructing, when dealing with the other Relic's Synthesize Grid going out of control.[30] In the non-canon parody story where the form was first seen, she achieved it by forcibly absorbing Kazakiri Hyouka, artificial angel and embodiment of the Imaginary Number District, into herself via strategic manipulation of many espers via Exterior.[37][39][40][41][42][Notes 1][37][42][Notes 2]

In the initial transformation with the Relic, Shokuhou grew a set of 'wings' from her back in form of ten giant flower petals, with a vague image of two blooms either side of her forehead and petals floating in the air around her.[30] The more extensive transformation with Kazakiri's energy saw her become what was described as a golden goddess of beauty and flowers.[37][42][Notes 3][37][42] She grew ten giant, sharp and bright flower petals from her back like shining angel wings.[37] Her body faintly glowed gold, her chest grew larger, and her hair spread out to the side despite a lack of wind.[37] Two flowers appeared atop her forehead, on her rolled-back fringe, and several flowers bloomed around her body and clothing.[37] She also acquired a wreath of flowers, floating above her head as a golden halo, with a fist-sized black hole floating at its center.[37]
In this state with Kazakiri,[37][Notes 2][41] Shokuhou did not need to aim a remote or focus her conscious on a target in order to control them. With a shake of the giant flowers blossoming from her hair and clothing, glowing pollen and a sweet aroma was scattered around her, blown in the wind like a fine gold dust, which brainwashed everyone within a 5km radius of her.[37] This was compared to how motionless flowers lure in small animals and bugs with their scent and color to carry their pollen and seeds, or luring in predators of pests to indirectly attack them.[37] She was described as a mental hurricane that controls all around her with no effort.[37] Her petal wings could be used for offensive purposes, being strong enough to slice through a building,[39][42] moving and growing as required.[42]
Similar to Misaka Mikoto's transformation with the Misaka Network,[37][39][42] Shokuhou can only maintain this state for a short amount of time before self-destructing,[37][39][42] with her language potentially glitching out mid-way.[42] In the non-canon story, due to the method she used to achieve it, she could switch it off by using Mental Out on herself to manually sever her link to Exterior and return everyone she was manipulating to their senses.[Notes 1][37][42]
Equipment[]
In order to focus and properly utilize her ability, Shokuhou carries numerous remotes in her bag, with different functions assigned between certain remotes.

Shokuhou also carries a cheap used whistle, manufactured by PM General Security (PM総合警備 PM Sōgō Keibi?) - a company that makes police batons and stun guns, which was given to her by Kamijou Touma, prior to the Deadlock incident and his memory loss.[43]

From an unknown point during her time at Clone Dolly up to the incident during the Daihaseisai which forced her to destroy it, Shokuhou had access to Exterior, which greatly bolstered her esper ability. In addition to this, she had a means of remote access to various defenses and tools installed in the Exterior building, including the Graviton Panels and Hag's Hug.[45][5]

In the aftermath of her battle with Mitsuari Ayu, Shokuhou found spares for the two types of Mental Out Five Over, enough for two complete units, and acquired remote access to them, though she didn't use them until the battle against Anna Sprengel, where they were both sacrificed.[46][47] She also acquired the special support suit that Mitsuari had worn to control the Five Over, which she wore during the battle with Anna Sprengel.[48][49][50] This suit supports Shokuhou's athletic capabilities, however it does not fully overcome problems from her own lack of such ability. Shokuhou noted that the suit's reinforcement would also amplify the risk from one's unathletic side, with careless moves leading to trips or collisions at higher speeds and potential self-destruction, understanding why Mitsuari never shut off the suit's safety limiters.[50] Despite not being designed for combat, the suit's enhancement could apparently allow its wearer to lift up a typical car with just their arms and take a handgun bullet to the torso without flinching.[50]
