Regarding whether the rumours about Kaori likes Touma, personally I think it's false rather than true. Reason being their interactions (from vol.4 onwards, when Touma first met Kaori after his memory loss, to volume 13.5 where the rumour is brought up) is mainly Kaori apoligising to Touma for dragging him into the Magic side's business when he's only a amateur in magic. And that only happened once during vol.7 during this period of time. There are no reason/s to suggest Kaori likes Touma romantically as of volume 13.5, and if there are evidence that states otherwise from vol.17-18 onwards that makes the rumour true then please state where in the novels and what happened, as from what I can gather all interactions between Kaori and Touma is at most trust between comrades/nakama in battle and one-sided feelings of being indebted from Kaori to Touma.
- Well it's more implied than stated outright but some good evidence (from NT2) is her thinking “…But if only that boy were here, he would not even have to be heading to the battlefield. If only that boy were here, that alone would change the flow. Why does it seem that way to me…?”. Also she thinks "Itsuwa had to be feeling just as down about it as Kanzaki- if not more so." Keep in mind that everybody but Touma knows that Itsuwa likes him so Kanzaki comparing her dressing feeling to Itsuwa's implies they feel it for the same reason.

After the incident about The Book of Law, Kaori started to developt a crush on Touma.
In the SS/13.5 was more of a statement that she likes him but is unnabled to express any feelings because she has no experience about love.
Knight leader came to invite Kaori to a dance party. That time, Kaori wasn't home so Tatemiya answered for their priestess' behalf.
(That exact line was:)
Saiji : "You can go home. Our priestess likes to lead a young man rather than being led by an older gentleman"
(Ursula Aquinas also said that Itsuwa had a comment regarding this matter. According to her, "I'll do my best").
There's also his statement that their priestess have someone that she loves in the academy city.
(Touma image come to Kaori's mind and was so embarrased that fell off from the chair when she heard of this).
Also is showed later when she is close to Touma she tends to embarass herself and starts to be clumsy in her speech.

Kaori is one of the few saints in the world who are less than 20, in accord to Styl Magnus just one of them has the equal power of a Nuke.
In accord to the Idol Theory, saints have bodies which resembles the body of the Son of God so they have the same weakness, forms of executions using pinty objects(like spears) which reminds how Jesus was killed are very effective against saints.

After the Incident of the Book of Law, Kaori didn't develop a crush - from the Epilogue, the reason she was blushing was that she wanted to aplologise to Kamijou, from this incident, plus the earlier one at Angel Fall and also about how he saved Index at the beginning - not because of her own feelings. It's just that she doesn't know how to apologise, plus Motoharu intefering made it seemed like she had a crush.
Also, thoughts about Touma did came up to Kaori's mind, but it came to her mind BEFORE Ursulas brought up the rumours - she was actually thinking that Touma was admirable because even if he has no ability/talents whatsoever he still steps in and help people without a second thought, contrary to someone like her who have the power of a saint but couldn't do anything. NOT because of some romantic feeling, but because of what Sasha said before when she came to their dorms looking for info.
About Itsuwa's comment, that was because she believed the rumour about Kaori - just because somebody believes a rumour doesn't necessarily make it true.
About later novels, I haven't read that far so I can't say for sure, but even if she does develop feelings for Touma later on as of SS/13.5 romantic love for Touma is non-existant.
The part about the saints being equal to a nuke is true, though the part about Saints being weak against stabbing is false info from when the "Pietro's Cross" is mistakened to be the 'Stab Sword' in [intermission 3] of volume 9. Supposedly the 'Stab Sword' that can kill Saints never existed, just propaganda by the RCC to further hide the existence of the "Pietro's Cross". In actuality stabbing shouldn't work, in spite of it fitting the 'Idol Worship' theory.

1. Not only Tsuchimikado, also Saiji, basically all the amakusas have the same tought about Itsuwa and Kaori, in the vol.16 there was no need to make the maid-ero-fallen angel-cosplay(yes, she did it) just to thank Touma, Tsuchimikado is trying to encourage Kaori and in the same time, is sharing his own fetishes(already explained in the vol.5) with his friend Touma taking advantage of the situation. The same can be said for Mikoto who can be interpreted like she has an obsession with Touma because her powers can't affect him, but all who know as well the series sure know that is a crush, proved in the vol.16.
2. Thats not from the volume 9/10, thats from the volume 16, in accord to the Idol Theory(explained in the vol.7), if the original is affected the replicas can be affected, so under that principle because the son of god(original) was crucified using nails(pinty objects) and finished with a spear(pinty object) those who have a bodies which resembles him like the saints, can be affected too. It was proved in the volume 16, when the amakusa church fought Aqcua and inflicted even more damage when their weapons were imbued with the "Seijin Kuzushi"(Saint destroyer) spell.
RE: Kaori x Touma (?)[]
Honestly, I can't say much about this, but seeing as to Kaori's actions are similar to a tsundere (Lero said that Kaori began to stutter when talking to Touma and blushes as well), I can say that it's enough proof to say Kaori at least has a crush on Touma.
Comment about the love, saint also the saint destroyer[]
first, it true that both of Itsuwa and Kaori having a crush with Touma even Itsuwa declare to her friends (amakusas) that even if it Kaori (their supreme profit), she won't hand him to her, also queit true that Itsuwa responded about Kaori rumors.
Saint is "compared" being equal to a nuke, it is comparision doesn't mean Saints = Nuclears
Saint Destroyer is amakusa ultimate spell that summon a giantic lighting spear that used for defeat Saints using the Saint own power (in this way, means defeated Aqua using his own power), not a spell that used to imbued amakusas' weapons.
Anti-Divine Magic[]
'Anti-Divine Magic' isn't a branch developed by Amakusa Church, but a application of Kaori's Stigma. While it is true Kaori can stand up to Gabriel, the reason is not Amakusa have techniques specialising in defeating gods, but that different systems of magic and belief not under Gabriel's control can be used against the angel.
