Actually there isn't any confirmation whether the Queen rejects the offer (as much as i know) but because Touma's amnesia is caused by memory destruction, there is no way she restore his memories. Even if she can she still have to handle Touma power that probably will erase the effect of the Queen power WiliamZ 15:27, October 13, 2010 (UTC)
Well to my knowledge Mikoto never got the chance to ask the Queen... Mikoto considered it in Chapter 1 of Vol17, but when she saw Touma at 'that vending machine' she completely forgot about that thought, being too nervous around Touma as she realises her own 'feelings' towards him (on a side note, the novels never stated outright it's love).
