Tecpatl is a minor character from the magic side of Toaru Majutsu no Index who appears in Volume 19, he is a member of Return of the Winged One and at that point of the story is the acting leader

DRAGON(≠Angel) Arc
He reveals himself in the company of Tochtli when Etzali was infiltrating the fortress of Shiokishi, at that point he confesses that he has been disguising as Minobe, leader of one of Shiokishi's bodyguard groups waiting for a chance of replacing Shiokishi in the Academy City Board of Directors; all of this for the sake of gaining enough authority to have access to GROUP's personal information and thus being able to hunt down Etzali down. [1]
After killing everyone in the "Minobe group" and critically injuring Shiokishi, Tecpatl uses his Grimoire to issue a challenge to Etzali; he then reveals the current situation of Return of the Winged One and wagers the organization leadership in a life to death duel between his "Moon Rabbit" and Etzali's "Time related to Life and Death " [2] , there it is disclosed that Tochtli was only in his company for the sake of being used as material for his attacks. Etzali used his previous experience fighting Xochitl when she was fighting using a Grimoire and managed to "override" Tecpatl's command of the forbidden book, killing him in the process.
Abilities
As being the person who was originally in charge of military affairs it is hinted that Tecpatl might have a great level of knowledge on the magic practices of his Cabal, however during his short time of appearance Tecpatl only made use of the "charm" spell to modify his appearance to that of Minobe, an Obsidian dagger to injure Shiokishi and the usage of the Grimoire Moon's Rabbit. It should be noted that it was he who developed a method on which Grimoires can be used in a way that one would not come into contact with the book, it his hinted that he also developed other methods of using the Grimoires [2], such as the case of Xochitl on which we have that her own body was grinded and fused with the book in order to use it more freely.
- Moon Rabbit (月 の ウサギ Tsuki no Usagi?, lit. "Rabbit of the Moon"): Has the combat function of sniping. Uses the bones of rabbits to shoot out powerful bullets. The bones of the rabbit can be substituted by human bones, which can be purchased by obsidian and are strong enough to penetrate a shelter designed to protect against nuclear weapons. This Grimoire uses the legend of throwing rabbits at astral bodies as it's basis. [2]
