Tetsu (テツ?) is a minor Skill-Out thug introduced in Toaru Kagaku no Railgun. His rugged boss runs a small Skill-Out territory in School District 7.

He is a large man with a similar body type and style as Satoshi. He wears a knit cap, and shorts.

Tetsu and the others follow Hikoichi to an abandoned building where he said that the person who runs around town hiding cash cards in envelopes in alleyways, Nunotaba Shinobu.[1]
He frisks Shinobu's body but cannot find cash cards on her. Here, upon seeing her calm and cool demeanor, he suspects her to be an esper, though his boss says to pay no heed to it as he searches for more in the vicinity. Later, when Satoshi is felled by Shinobu, Tetsu panics, pointing out that him touching her earlier, as her apparent "powers" work only those she has touched. As they are arguing, they are all felled by Shinobu through fear and shock in the dark.[1]
In the anime adaptation, it is Hikoichi that touches her first, and is later touched by Shinobu in order for her to make her "powers" work on him as well, quickly panicking afterwards. The scene then plays out similarly with that of the manga.[2]
He is later saved by Misaka Mikoto after Shinobu attempts to burn the building down.[1]
