Desperate Measures (苦肉 Kuniku?) is the 114th chapter of the Toaru Kagaku no Railgun manga series, released on April 27th 2019 in Monthly Comic Dengeki Daioh.
Synopsis[]
Upon seeing Kuroko in a helpless state, Tsurigane prepares to deliver the final blow to her enemy. But, to the ninja's surprise, Kuroko responds with a headbutt to Tsurigane's chin and an elbow to the solar plexus. Initially, Tsurigane is confused about the efficacy of her anesthetic to Kuroko due to how she can stand up and move, but she concluded that she teleported some of her medicinal cream directly into her bloodstream, stopping the spread of her drug but with a risk of destroying her blood vessels. In addition, she realizes that Kuroko's intention to "arrest" her is simply to force her into committing to the fight against her.
Knowing that the drug will eventually reach her whole body over time, Tsurigane continues with her attacks against Kuroko. Unknown to her, Kuroko is leading her to a delayed trap—her camera is lodged into a tree, set to flash after five seconds. Tsurigane is momentarily blinded by the light, but is able to discern Kuroko's movements through hearing. However, she is unable to predict that Kuroko's target is her throwing knife. Although Tsurigane is able to kick her away, Kuroko manages to cut Tsurigane using her own sword. Before becoming immobilized, Tsurigane takes back her comment underestimating Kuroko's prowess in combat.
After reporting Tsurigane and her accomplice to Anti-Skill, Kuroko staggers to the crashed escape vehicle and reports to Mikoto that Uiharu is not inside. Then, as she collapses on a nearby tree, Oumi Shuri, accompanied by Yasu, Sakata and Asai, observe the turn of events from a nearby rooftop. Shuri concludes that Tsurigane's involvement with the Dark May Project and its immediate effects to her psyche proves that their pursuit of integrating Academy City technology to their ninja techniques is dangerous. Shuri then decides to leave behind Tsurigane, considering her as a resident of Academy City who will be judged by its laws, and to abandon all pursuits of Academy City technology, deeming it as "a detestable thing which is to be avoided". After a final remembrance of their first encounter, Shuri bids farewell to Tsurigane.
Saten undergoes interrogation as someone involved in an event of large-scale destruction earlier. Although her testimony is far from credible, what is important is Kuroko's suspicion on the 2nd Juvenile Hall, where three ATM robbers arrested two months ago match the appearances of the accomplices to Kimi's group. This leads Kuroko to speculate that the lack of records of their escape signify suspicious activity in the juvenile hall. Due to the high levels of security inside and Anti-Skill's own protocol involving dangerous figures (like high-level espers or persons involved in organized crime), the only way to get inside the 2nd Juvenile Hall is to be taken for interrogation while abusing Anti-Skill proceedings. As planned, Saten is currently inside the 2nd Juvenile Hall, and the next thing she needs to do is to find Uiharu, if she is inside.
