Budding (芽吹 Mebu?) is the 124th chapter of the Toaru Kagaku no Railgun manga series, released on May 27th 2020 in Monthly Comic Dengeki Daioh.
Synopsis[]
Mikoto receives a hit from the dragon's attack, but is able to make Kimi change her approach to finding Saten and Uiharu due to the many iron sand decoys she had managed to deploy. Although annoyed at the possibility that Uiharu might be brainwashed by what she will do, Kimi unleashes a large amount of feathers in front of her. A few of those feathers eventually reach her targets, and Saten is hit after shielding Uiharu.
Saten immediately receives the painful reaction of her body to Kimi's feathers, and Kimi realizes that since Saten did not ingest her blood, she cannot even use her to properly threaten Uiharu into following her bidding. Upon sensing the intense rage in Uiharu, Kimi decides to ask Aohoshi to bring Saten to the medical room for treatment and Uiharu to the control room. She then talks to Mikoto about a change of plans; Uiharu now interests her more than the whole plan to spread Academy City information out of the city. Mikoto, on the other hand, exposes Kimi's trauma from being protected in the past.
Aohoshi quickly mobilizes the guards in the event of an evacuation, before taking Saten and Uiharu inside. Uiharu remains unresponsive, her thoughts overflowing with the intent to kill Kimi, but this eventually comes to a stop as Saten pinches her cheek, warning her of the path that she might not want to tread.

- In a poorly thought approach, Kimi rained feathers on Uiharu and Saten during their attempt to escape. Saten is hit by Kimi's feathers, bringing her to a life-threatening state.
- Uiharu is overwhelmed by rage upon seeing Saten getting hurt, piquing the interest of Kimi, but Saten manages to stop Uiharu from being consumed by it.

- Saten's expression when she was shielding Uiharu (having stopped Uiharu from shielding her) and about to be hit by the feather is similar to the expression Honoka made during the escape from the lab after kicking Kimi away and just before being shot to death.[1]

- The scene where Kimi put some of her blood in Uiharu's mouth is shown when she explains how a person needs to have some of her blood inside them for her dragon's feather to control them, otherwise the salt in their body would just go out of control, which happened when Saten was hit by one while shielding Uiharu.[2]

Unanswered Questions[]
- Uiharu's appearance changes towards the end of the chapter due to her hatred against Kimi. Is this merely an artistic effect, is it related to the effects of Kimi's ability or is it connected to her own power?
