Tokyo is the capital and largest city of Japan, and a prefecture itself. Officially the Tokyo Metropolis (東京都 Tōkyō-to?), it is comprised of many municipalities; cities, towns, villages, and the 23 special wards (特別区 Tokubetsu-ku?), that used to make up the City of Tokyo before it was merged with the prefecture. It is located at the head of Tokyo Bay and forms part of Japan's Kanto region.
Tokyo is Japan's economic and political center, as well as the seat of its emperor and national government.
Roughly a third of the Tokyo area is taken up by the independent city-state and scientific institution known as Academy City, located in Western Tokyo.[2][3][4]
Background[]
Tokyo was initially a small fishing village known as Edo, in the former Musashi Province, with developments after its original founding, but grew significantly after Tokugawa Ieyasu made it the center of his ruling when he became shogun in 1603. In the subsequent Edo period, Edo was the seat of the Tokugawa shogunate and a key political and cultural center though not the imperial capital, with the emperor of Japan still residing in Kyoto. In 1869, the young Emperor Meiji moved to Edo, which was accordingly renamed Tokyo (Eastern Capital), with the city of Tokyo being officially established in 1889. In 1943, the city was merged with the prefecture, with the area formerly occupied by Tokyo City becoming the 23 special wards. Tokyo sustained extensive damage during World War II.
After his supposed death on December 1st 1947 and being saved by Heaven Canceller, Aleister Crowley secretly came to Japan to make his comeback, influenced by the doctor who supported and transported him when he was near-death, as well as his memories from his previous visit, and having lost interest in Paris and Sicily.[5][6][7] It was only a few years since World War II and the country had not yet recovered, the reconstruction period giving Aleister the opportunity to purchase a parcel of land in western Tokyo and construct a scientific and academic institution in the name of educational and technological recovery,[3][6][7] creating Academy City.[3][6][7] Academy City would become an independent city-state within western Tokyo,[4] occupying an area roughly one third the size of Tokyo.[2]

On the morning of December 31st, Kamijou Touma visited Shibuya for a part-time job to earn enough money to survive, accompanied by Kumokawa Seria, Index and Othinus, ending up doing food deliveries until 1PM.[20][21][22]
In the afternoon, Aradia made another attempt on Touma's life (following the one in School District 11) which was again thwarted by the Bologna Succubus and Good Old Mary,[23] with at least one building's windows shattered by Aradia shooting at the Succubus fleeing with Touma through the air and panic resulting from Aradia's grease-based search spell sweeping Shibuya as she sought to find the two, who had taken refuge in the Miyashita Ark shopping mall, though Aradia also made sure to do some good deeds for people in Shibuya to offset and reap the feedback for her spells.[23][24][25][26][27][28] Around the same time, Aleister Crowley and Kihara Noukan visited the Miyashita Ark for their own purposes.[29]
After sunset, Shibuya was thrown into chaos again as people in Shibuya, who had been converted into Aradia's new coven of witches or incited by the Bologna Succubus's magic into a mob of 'witch hunters', clashed en masse. This would eventually be quelled after Touma defeated Aradia, in time for the fireworks and countdown heralding the new year.[30][31][32]
