Mifune Chizuko

Pointed out by Ollerus, she is mentioned in class by Komoe-sensei in NT9:  “Today, we will be referencing the records and testimony related to Mifune Chizuko, an esper who existed before the establishment of the quantum theory system. We will-…” (NT9 ch. 6 part 1). Mifune Chizuko was a real life self-proclaimed clairvoyant during Meiji Period. Does this mean she is a Gemstone in ToAru? Or suspected to have been one but not confirmed? Or a Magician mistaken for an esper?
